Outer Shell Body Assembly
The body of the outer shell shall be constructed of three (3) panels, one (1) back and two (2) front, to provide a more comfortable fit. Each panel shall be joined together with a Major A seam. Every body seam shall be sewn with stitch type 516 and topstitched with two rows of stitch type 301 to form seam type LSbm-4 (Major A seam). All stitching shall be made with Nomex thread.

Moisture Barrier Assembly
The moisture barrier shall be a four (4) piece construction, two (2) back panels and two (2) front panels. These panels shall be joined using stitch type 516 to form seam type SSa-2 (Major B seam), and shaped to be compatible with the outer shell so as not to buckle, pull or otherwise restrict body motion.
The moisture barrier shall be sewn to the thermal liner at the edges only and bound along the edges with heat resistant neoprene poly/cotton and secured using stitch type 301, seam type BSc-1 (Minor seam), leaving no raw edges exposed.
An eight and one half inch (8 1/2") by eleven inch (11") piece of heat resistant neoprene poly/cotton shall be sewn to the thermal liner as a knee reinforcement on all breathable moisture barriers.
The crotch of the moisture barrier shall be reinforced with an additional layer of moisture barrier material when AquaTech or Stedair 82 is utilized..

Sealed Moisture Barrier Seams
All moisture barrier seams shall be sealed with a minimum seven eighth inch (7/8") wide sealing tape. One side of the tape shall be coated with a heat activated glue adhesive. The adhesive side of the tape shall be oriented toward the moisture barrier seam.
The adhesive shall be activated by heat and the sealing tape shall be applied to the moisture barrier seams by means of pressure exerted by rollers suitable for that purpose.

Thermal Liner Assembly
The thermal liner shall be a four (4) piece construction, two (2) back panels and two (2) front panels. These panels shall be joined using stitch types 401 and 504 (516) to form seam type SSa-2 (Major B seam) and shaped to be compatible with the outer shell so as not to buckle, pull or otherwise restrict body motion.
As a unit the moisture barrier and thermal liner will be removable by using not less than seven (7) snaps at the waist and two (2) snaps at each leg cuff. Each snap is composed of a plated steel cap, socket, post and stud. The liner will hold the male portion with the outer shell having the female.

Pant Metal Contact Prevention
The pant shall be constructed such that when completely assembled there shall be no direct metal contact from the exterior of the outer shell through the thermal liner to the wearer's body, unless the hardware is located on the top of the pants or is completely covered by external closure flaps. This requirement is intended to prevent a pathway for the conduct of heat to the skin, and shall apply to the use of any or all metal used to fabricate the pant.

Suspender Buttons There shall be

suspender buttons spaced on the waist of the outer shell. Each button will be backed with a leather reinforcement.
There shall be eight (8) suspender buttons on waist size forty six inches (46") and larger.

Outer Shell Pockets, Flaps and Closure

Patriot, QS-103, QR-30
The pant shall have two (2) outside full bellows pockets sized ten inches (10") wide and ten inches (10") high that expand by means of side and bottom gussets to a thickness of two inches (2") in front and back.
The pockets shall be set with stitch type 301, two rows with the top pocket corners reinforced with extra wide 28 stitch bartacks for additional strength. Drainage of moisture to be provided by two (2) brass eyelets.
Pocket flaps shall be a full one half inch (1/2") wider than the width of the pocket, and have a total height equal to the thickness of the pocket's bottom gusset plus closure. The flaps shall be formed using Stitch type 301, turned, and topstitched using stitch type 301. They shall be set with a double needle set, one fourth inch (1/4") gauge, using stitch type 301.
The pockets shall be centered on the outside pant leg side seam and the top of the pocket shall be approximately seven inches (7") down from the top of the waistband.
The pocket flaps shall be closed by means of hook and loop tape. A one inch (1") by ten inch (10") piece of fastener tape (hook side) shall be sewn horizontally to the pocket at the top. Three, one inch (1") by four inch (4") pieces of fastener tape (loop side) shall be spaced evenly and sewn vertically.

Responder
A seven inch (7") wide x seven inch (7") patch pocket mounted on both rear panels of the outer shell. Each pocket has a snap closure. Drainage of moisture to be provided by two (2) brass eyelets.

Waist

Patriot
The waist of the pants shall fall approximately four inches (4") above the navel in the front and extend approximately six inches (6") higher in the back. The pants shall have a three (3) section high waist area, one (1) back section and two (2) front sections.
The front sections are approximately two inches (2") high and constructed of one (1) layer of outer shell material and one (1) layer of thermal liner material. The back section shall be a three (3) layer construction: outer shell, moisture barrier, and a matching thermal liner. Both front and back sections are sewn to the inner waistband using stitch types 301 and 504.

QS-103 and QR-30
The waist of the pants shall fall just above the navel in the front and extend approximately six inches (6") higher in the back. The high back section shall be a three (3) layer construction - outer shell, moisture barrier, and a matching thermal liner. This section shall start at both side seams and rise to a height of approximately six inches (6&Quot;) and is sewn to the inner waistband using stitch types 301 and 504.

Traditional or Responder
The waist of the pants shall be traditionally styled (non-bibbed) with two (2) layers of outer shell material. The waistband of the pants shall be turned down one and one-half inches (1-1/2") and turned under one-half inch (1/2") to form a finished one inch (1") wide band on the inside of the waist. There shall also be a liner facing sewn to the inside of the pants consisting of a double layer of outer shell material finishing not less than two inches (2") wide. There shall be no raw edges exposed.
Fly Flap
Patriot
This external flap shall consist of a four (4) ply construction. The inner section of this flap shall be one (1) layer of NFPA 1971 (1997 and 1999 Edition) compliant moisture barrier material and one (1) layer of thermal liner material. Both the inside and outside layers shall be outer shell material. This flap will finish approximately fifteen inches (15") long and four inches (4") wide. The flap shall be attached to the left front with two (2) rows of stitch type 301 spaced approximately one fourth inch (1/4") apart and sewn onto the right front panel with two (2) rows of stitch type 301 spaced approximately one fourth inch (1/4") apart with an additional two (2) rows at approximately a 30 degree angle. The bottom of the fly is reinforced with a 28 stitch bartack.

Traditional, Responder, QS-103, QR-30
This external flap shall consist of a four (4) ply construction. The inner section of this flap shall be one (1) layer of NFPA 1971 (1997 and 1999 Edition) compliant moisture barrier material and one (1) layer of thermal liner material. Both the inside and outside layers shall be outer shell material. This flap will finish approximately eleven inches (11") long and five inches (5") wide and cut diagonally to finish three inches (3") at the bottom.. The flap shall be attached to the left front with two (2) rows of stitch type 301 spaced approximately one fourth inch (1/4") apart and sewn onto the right front panel with two (2) rows of stitch type 301 spaced approximately one fourth inch (1/4") apart with an additional two (2) rows at approximately a 30 degree angle. The bottom of the fly is reinforced with a 28 stitch bartack.
Fly Flap Closure
Patriot
The internal closure shall be a fourteen inch (14") long zipper with brass teeth and Nomex tape. The fly flap shall fasten with hook and loop tape, consisting of a two inch (2") wide by fifteen inch (15") long piece of loop tape on the inside of the fly flap at the opening edge mating with a two inch (2") wide by fifteen inch (15") long piece of hook tape sewn to the outer shell.

Traditional, Responder, QS-103, QR-30
The fly flap shall fasten with hook and loop tape, consisting of a two inch (2") wide by ten inch (10") long piece of loop tape on the inside of the fly flap at the opening edge mating with a two inch (2") wide by ten inch (10") long piece of hook tape sewn to the outer shell. The top edge of the open side of the flap wil have a dee ring riveted to it. This dee ring will hook to a spring snap which is attached to a piece of leather riveted to the outer shell. There shall be one (1) snap located at the top of the fly flap positioned approximately four inches (4") in from the edge of the flap.

Optional Pant Closures (not available for Patriot) Include
A. Snaps with hook and dee (PSHD)
B. Two inch (2") hook and loop tape with hook and dee (PVF2)

The Patriot Style pants are only available with PZV closure system.

Waist Take-Up Strap
Two take-up strap assemblies will be attached to the pants at hip height, one on each side of the pants, centered on the side seam and oriented horizontally. Each take-up assembly shall consist of a metal buckle attached to the pants with an attaching strap and a take-up strap attached to the pants and feeding through the adjusting grip of the buckle. The attaching strap and take-up strap will be made out of outer shell material folded to four ply with a width of three fourths of an inch (3/4") sewn using stitch type 301. Both straps will be attached to the outer shell with two bartacks each reinforced by leather placed inside the shell. Each take-up strap will be long enough to allow a minimum of two and one half inches (2 1/2") of free gripping length and three inches (3") of take-up.

Outer Shell Crotch Reinforcement
The crotch of the outer shell shall be reinforced using self material and sewn using stitch type 301.

Cuff Reinforcement
This cuff shall be reinforced with gray suede leather or gray Ara-Shield or self material not less than two inches (2") in width and folded in half, approximately one half inside and one half outside the end of the cuff and shall be stitched using stitch type 301.

Trim
Trim shall be attached using stitch type 301. Trim configuration must meet NFPA 1971 (1997 Edition) requirements.
